    Angola firmly believes that combating poverty is the most important aspect in preventing civil war, which demands accountability of both rich and poor nations, including greater contributions by developing nations and greater responsibility by undeveloped nations.

    Angola has always attached great importance in this regard. Over the last 40 years nearly 20 African countries have experienced at least one period of civil war. It is estimated that 20% of South Sahara Africa’s population now lives in countries  which are formally at war and low-intensity conflict has become endemic to many other African states. This state of affairs has created stereotypes of Africa as a doomed continent with inescapable ethnic cleavages and violent tribal conflicts. The more incidents of political violence we observe in Africa, the more support for this simplistic and negative perception.

    On the international level, AU deals with the lack of consistent, reliable and timely data on civil war in undeveloped countries by helping set up consulting organization in these countries.

    Angola recognizes that can be successful only if it is linked to sound policies in Africa countries. Development plans supported by a broad range of stakeholders, and for which countries have primary responsibility, engender country ownership and are more likely to succeed. Therefore, the undeveloped countries in Africa should better take their responsibilities in the following three aspects. First, they should adopt good governance. Rooting out corruption, upholding human rights, and adherence to the rule of law are essential conditions for successful development. Second, they should focus on the quality of their people. Especially in schools, educated citizens who become agents of development. Third, they should make sound economic policies that foster enterprises and entrepreneurship. More open markets, intercommunicative policies, and strong support for development will unleash the enterprise and creativity for lasting growth and prosperity.

    Generally speaking, with the joint efforts of underdeveloped countries and developing countries, we believe that the world will become an even better place.

    文章的前半部分写得很好,很符合安哥拉的口吻。北非的利比亚Libya  、突尼斯Tunisia 和东北非的埃塞俄比亚Ethiopia 都曾经历过战火,尤其是北非战乱不断。
    可以在过渡段对这些国家所遭受的战争痛苦和麻烦表示同情。然后提出解决办法。
    后半部分的解决办法想在给其他国家提建议,没有太体现出宏观性。通常在国际性会议中,一个国家会提出在全球框架下可行的解决办法。如人道主义援助或有组织武装干涉等。具体还是要查安哥拉的官方文件,了解他们的立场,同时这个国家与那些大国关系紧密,这将左右它们在联合国的表现。
